Going wildly out on a limb here....
The winning alliance will be completely new.
It will start as a local travel time based group of mostly newbies who don't carry all the baggage of old-PA tactics, and will fill quickly up to 150 players in a small 'local area' of the game.
They will have very high scores, but mostly be too small in value for any of the 'name' alliances to hit them.
