I am not sure removing exile is the option. But it needs to be a massive negative to be done.

For instance:

Exiling a planet from the galaxy loses you 5% of your end score. So if your gal exiled 4 ppl thats 20% off at tick 1000.

Self-exiling loses you 5% of your end score per exile OR maybe 5% of your mining bonus per exile

Is it worth discussing this further?

You would need a cap of 80% loss or something.
