Regardless of what you call the setup of the round (which I wouldn't call random, but semantics), it's pretty easy to get a 6 man fortress. We have 3, of which 1 even has 8. We also have at least 1 of 4 which just didn't bother getting late signups (namely mine).

You chose not to get a fortress galaxy, which is fine, but that choice can put you in situations in which you have to choose between your galaxy and your alliance.
