You are correct that it leaves more room for the statsmakers.
But when the changes was announced, people wernt making/offering up new stat sets.
How i readed it, Jintao put these eta changes into a set that was made using the old system.
Its like if they were gonna announce 1 day before Tour De France begins that this year the race was gonna be done in unicycles
