Because, in general you will be able to understand (and ultimately assist with) the problems of your immediate neighbours more than the problems of someone thousands of miles away.

edit : There are obvious practical reasons too - if I call for a plumber, I would probably prefer if he is based in Lambeth than, say, Aberdeen.
