would be better discussing ways for alliances to help new players more and ways to get new players to those alliances.

example, giving alliances up to 5 tag spots for use specifically for newly signed up accounts, these accounts should not count to alliance score and not be part of the 50/60.. idea being you are training them up for the second round of membership to your alliance.
