Just because the United States didn't ratify the Kyoto Treaty doesn't mean it hasn't had any influence on the country. A number of US states have introduced targets on reducing carbon emissions which are pretty reminiscent of what Kyoto is trying to achieve. Most notably California but some of the northern States as well.
If there hadn't been so much publicity about the Kyoto Treaty then it's possible that this wouldn't be happening in the US. Even George W. has pumped money into researching alternative fuel sources, perhaps as an alternative to signing the treaty. So I don't really think you can say that the Kyoto Treaty has done nothing.
