Actually id tend to disagree, because of the lack of real difference in quality between alliances that we've seen lately, disregarding a few rounds (r23 f.ex), the 1v1 scenario really gives no side a significant advantage over the other, in which case its numbers that give either side the edge. Combine that with the apparent increase in naps between alliances i think you'll find that 'blocks' are just as prevelant, if slightly less obvious.
