I get your point of letting two allied individual tags to share def tho. But those two dedicated tags allying sounds far more worrying than the extra couple idlers doing so. Apart from the point of view to have own. goals, which sadly always doesn't exist (the past norse, xvx, etc.)

The support plays will move inside your gals by exiling if dedicated enough. If defending from smaller tags get forbidden.

That would certainly courage not to recruit any extra. The negative effect is to have no homes for the less dedicated and less players in general. Pros would be in the same level game play before politics kick in. Which seems to be a higher problem.
Your arguments dont really fit with the current tag limit.
Its 40+20 in one tag, the +20 is there so its room for "idlers" and "less dedicated players".
If some tags have 60+15 maybe its time to play around with the tag limits and/or the way tags are counted.
