How is it fun to be stuck in a gal of inactives?

You stop people exiling, they will just use up exiles, delete planet and repeat. Its no "fun" to be stuck in a inactive gal. (and people have different ideas of active and inactive in this game)

Personally I think the idea of sandbagging is quite amusing, i enjoyed it last round. This round everyone seems to have gone for it. It seems to have held up the round about 100 ticks with everyone effectively idling.
