The Tories have had a determined ideological commitment to essentially wreck the public services ever since Thatcher. The present political climate means they can't state this more or less publically like they could to a certain degree in the eighties, so they now have to state that they are (half-heartedly) committed to investment more or less at the same level as Labour, whilst, incredibly, at the same time promising four billion pounds of taxs cuts.

They have yet to resolve whether they want less investment in public services and lower taxes, or more investment in public services and the neccesary levels of taxation to fund that. And, until they do resolve this, the public will treat their commitments in this area with all the incredulity they deserve.
