Sometimes making out of eta def ships is a way to make a race weaker. If they have strong attacks it would make sense to limit their def potential vs specific classes. It makes them less appealing for alliances to pick them as a strat if the classes they dont eta def at are popular. It also strengthens the ingal def ability of these races.
There are reason for why you would want to have off eta and off class def ships.
