Some "action threads" do lead to discussion, if their subject matter is sufficiently noteworthy or controversial but this is often not the case. I seem to remember Qazok starting a thread with "Yeah so I killed this guy" which led to a multiple page argument on whether self-defence was reasonable in this case and so on.

Also, a brilliant first post may not lead to a discussion but that is not necessarily a problem by itself. But Nod's made this point.
