The problem with defense is that the rewards are so hard to track. The primary beneficiary of a defense fleet is not the person who launched it; it's the person who received it. The rewards for the sender are two-fold. 1) You get a tiny bit of XP. 2) You get the undying gratitude of the person you defended, increasing the odds that you will receive defense in turn.
Balancing for that intangible second reward is tough to say the least. Ignoring the present round as an exception, is defense really underpowered at the moment? When do alliances stop bothering with defense?
If we really think that defense should be more rewarding for the defender, then I'm not against increasing it (which is the opposite of what I said before I actually sat down and thought about it). But that is by no means a given.
