Except in round 56, 9:8 had 1342 incoming hostile fleets over 8 planets whereas 1:3 had 1679 over (the remaining) 12 planets, which comes out to 168 and 140 fleets per planet, respectively. And in round 50, 7:8 had 1734 incoming fleets on the galaxy, though this was with 16 planets, and I'm sure with Dav/cardi it would have beaten that number.
