in 10.5 we had some 4.000 planets, meaning some 400 galaxies.
To get 7 hits in a gal where you have 3 buddies to "claim" the galaxy, you need to hit 1 of those 400 7 times.

Covert Ops were never meant as an alternative to war. It is a tool to use in war, before war, and after a war, but imho it should not be possible to win the game just from covert-oping.

Main problem with such a change now, is that it wasnt announced earlier, and so all three qualifying rounds should have 10 people per galaxy, or I fear the final will be a bit harsh with some 10-ppl...
