The older skins became incompatible with the templating system, and a lot of work would have been needed to make them compatible.
The spreadsheet skin is available to those users who upgrade...

The system that you are describing is what IRC currently is. As Appocomaster has said, we do have the CGI::IRC style webclient which allows people to be connected to IRC and use it from a browser...

Because it is detracting from the clan + mod maker parts of the community.
Listen servers (which are hosted on the client computers) SUCK and will detract from the game experience.

If you didn't notice Allfather, NetGamers != Planetarion. Whilst it is a good idea, it would require a separate channel service bot to control gal chans. NetGamers wouldn't be happy if 100+ chans...

The ticker froze part way in tick 473 at 11am, half/a third/whatever of the game was still on tick 472 and the rest on 473 so the game had to be ticked manually when they had resolved the problem so...
