I don't personally have an issue with new styles of play (or even taking back a form of subversion) but I agree that having a race which it's not possible to win with is not really a viable solution....

It's done as it is currently because it forces people to choose - most people want one before the other, so it means there's more of a choice around choosing to get the early tech bonus or mid round...

none of the older skins work because the people who did them all left and didn't hand over the original graphics, and we've changed the user interface quite drastically to make it e.g. more mobile...

I think using more scans doesn't increase the chance of getting scans per se, but if you'd have a 10% chance with one scan, if you scan 10...
