Can't we have a free exile of planets which don't meet certain conditions? Some very basic limits which nearly all planets should achieve once they start the game, if they don't then it shouldn't...

Fixed size galaxies should go back in the game, I'd say a maximum of 10 players.
The round could start off with 9 planets in a galaxy, once all galaxies are filled up to 95% average then a new one...
