Great idea - give people just 1 or two fleet slots at first and make them research to get to the full 3. I think this is a really good idea - do you race for CR/BS or 3 attack fleets ?

Not only were more asteroids added to the universe by reducing the init cost from 250 to 150, but for no given reason the ship costs were also reduced heavily.

With regard to rop1964, a simpler way is to multiply XP by % remaining ships.
Crash 60% of your fleet and you get 40% of the standard XP.

My worry with that would be the second shuffle 'wouldnt occur' because technically only the idle planets would move and everyone else would stay in the same places.

I dont think the losses will stop an attack round, if the player mentality is to attack and not defend.
If your entire fleet is battleships for example, you're always gonna land on that xan for XP.

The new XP formula already deals with these problems - it provides a balance between XP and value.
The low end players barely reaching 20k xp keep relatively closer to top players than they would...

XP players attack without retaliation. More problematically is that they cannot be destroyed.
Value players can be fleetcaught and they lose their edge.
