Some of the struct killing ships are clearly overpowered, but right now they are glorified flack. If you made them much weaker and took away the bash cap, or made it 50%, that might work.

The problem is not subbing, but this loophole. It is one thing to send def ships meaning for them to be subbed. But when you send TWO fleets at the same eta to the same planet, there is a problem.
