The counted score rule is OK. It's not terribly bad, and it does have some good side effects. The bad is that it becomes more difficult to swing leads by recruiting, essentially the merit of a player...

No. You see the Multihunters don't actually set precedent. They enforce the rules, and if they **** up it doesn't affect later cases. There is no such thing as precedence when it comes to the MHs.

When I was in 1up we used to laugh at alliances who did that because they all had shit intel. Better to be hitting actual targets and fetch new coords off alliance defense, rather than wasting fleets...

I usually don't bother to ask for scans if I'm looking for targets. Too many of my targets are misses, so it's easier to just go on and look at the next one. Easier to get scans the next day as well....
