There is no flaw there. I think it was round17 that they made it so it was only your alliance that could always scan you. It was changed to this as opposed to alliance + gal, as in rnd16 it was not...

It is an interesting idea, however, I think this would cripple many ziks. This is because as it is, their fleet sucks alone, it only actually is able to function with the added benefit of other races...
