once you've got the images, GIMP allows you to [put each as a separate layer, and then when trying to save as a gif it prompts you to make it animated, and asks for the other bits (delay etc.)

It's not that clear-cut. OpenOffice can be downloaded for free, but getting it on a CD posted to you, and having to pay for it doesn't seem unreasonable, and is fairly common practice for FOSS...
