3) Shuffle all randoms to devide random over all priv gals

random/private variating each round is fine by me. And cause 1up made a statement going solo, it doesn't mean other allaince will do it as well. Most said they will cause it's a random round...

But the impact is also much less. You need loads of cov ops to really waste a planet(if that is possible at atll). With attacking you can waste someone loads easier.
