Except afaik, xp is divided on fleet values, not on the number of fleets - so each fleet wouldn't get 50 xp unless they were of equal value. I.E. 1 fleet might get 50.38% and the other 49.62% -- and...

When scanning for galmates - it's a simple case of ticking the "No Fund" checkbox on the waves page - then you pay for the scans not...

I like Kargools idea - but add the option for alliance HC's to turn taxation on or off. That way, alliances who choose not to use the fund, or who feel they have sufficient resources can turn it off.
