It's done on the basis of number of spots available in a galaxy. Galaxies with 1 spot will be filled up first, then the ones with 2 spots, then 3 and so on and so forth.

Once a galaxy has been opened and is able to accept randoms there is no password stored for it. A galaxy of 5 or more players can be either 5 private people waiting for randoms, or 5 random players....
