It also needs the ability to select nothing for any/all of the startup con bonuses. This is because it may put you at a con cap earlier, and may be more efficient to use the remaining con bonus later.

I agree with the last few people talking about Zik being underpowered lately. Personally, I don't have enough fun playing the other races to play as one of them. The stealing is what makes it fun....

Thank you for pointing out the fact that I'm really not a big target. Sure, it allows small planets to get back at big planets in some way, but it also allows them to pick on pretty much *any* planet...

Remove cluster attack bonus at least. Maybe change the cluster def bonus to only apply to allies.
