Don't agree. Cov ops can serve for information gathering just as well. If you could STOP a fleet from attacking, that would make the entire universe passive of people just stopping attackers.

I think cov ops should have use, and I think just scanning someone to know what exactly is heading where is way too easy. And there are enough scan types already.

I think this can be abused... you could send a fleet with 1 ship to a galmate that is under attack, then recall after the tick, if you don't need your fleet for one tick....

Wouldn't it be just better if you would adjust 60 to the race? That would simplify calculations and when you make 60 -> 80, a guy'd just gain 133% score (by xp). (100% is the current situation ofc)...
