Agreed, but speed up the automatic inactivity exiling to make sure good galaxies don't get stuck with inactives. (perhaps a faster auto exile when you are below galaxy avg score)

By removing CR from the broadswords targetting ETD becomes hugely vulnerable to CR incs. As a result CR becomes overpowered as it then out-inits all its opponents. And has 2 races that can't stop it...
