I played around with the stats a little and came up with a few suggestions for changes. They should make it a bit easier for DE and slightly harder for FI and CR, and I do believe they also allow...

Your calcs were originally correct, but the addition of the Spirit probably gives every ship behind it +1 in sort number/row id (or whatever you wanna call it)

To nerf xan a little: Make Phantom init 6 and reduce the damage of Revenant. Make Spirit and Spectre single targetting ships, Spirit targetting cr and Spectre targetting bs.

Ter BS look awfully strong to me - better than last round's ter CR, as those could be stopped with Broads. Unless ter BS have low emp res, it will take a lot of ships to stop them. Xans will get...

You join an alliance -> then you join one of their galaxies. So yes, every planet in a galaxy have to be in the same alliance.

The private joiners have the possibility to be put in a specific gal...

I find that Bowlsey's idea, with a few amendments, could be a very good one. I don't think it has to mean new players get pushed out at all, quite the opposite infact. Of course I haven't worked out...
