I think simmons' original gripe was that he was being bashed by a few planets almost twice his size. (from F-Crew apparently)

This is good because people would know where they stand. A policy whereby every outgoing fleets gets put back to base after 2 hours of down time might work.

I see what you're saying Appanouki :-) . I don't think this problem could be solved with a ticks @ every hour. Of course you could have fewer ticks per day or change the game so it isnt tick based....
