Beginners will defend you. They have no/few other friends than you to give priority defence to. You can make sure they join a friendly alliance. No risk of them not reporting defence if they see it...

I.m.o. the main thing is to make it not too strong so it's only a usefull asset if you have a small planet. 100 PDS structures should not be able to stop a 5 mln value fleet, but maybe a 200k value...

Make them too small and some people who normally pay will leave because they can'be in the alliance they want. But before this effect gets too big you can get pretty low I think (50 or so)....

If I had a 2 alliance block I would let my members signup in duo's. Most packs will be triplets. All duo's get joined together which means I would get a lot of galaxies with 2x2 or 3x2 members.

It's impossible for anyone to selfexile already. Usually after a while during the game new galaxies are formed due to new signups. Some of these soon start to work as dumpsters for inactives.

Xan have nice ships. They are the only one with fi pods and have very powerfull ships with good initiative. This resulted in a lot of Xans at the top.

It's a question of luck. Chances to land in a good gal are very small. Try to exile when you notice a lot of free spots in large galaxies. You can use pilkara to search for that.
