Population/gov scan or covop intel
 
With the population and government settings having quite some influence on a player's strengths and weaknesses, I think it would be useful if there was a way to find out how a player has set these options.

This could be done with either a scan or a covop method, which could be called Organisation Scan or Organisation intel.

Possibly, the covop method can disrupt the settings, by reducing the influence of either population or government for a limited number of ticks.

I'm in favor of a covert op that would do this, but on the condition that a planet could change his government type over the course of the round. If this was allowed and government types are static then the covert op would only have to be successfully done once and then it would never have to be done again. As long as government types are static no, but if they become dynamic then yes I think this is a good idea.

I've changed my mind however, and dont feel it should be implemented.

Information that could be gained:

- Enemy's production time
- Security

Not much else of use can be gleaned.

This eliminates the defenders opportunity to buy ships as a deterrent (fake buying or genuine) and increases a covoppers ability to successfully covop with almost 100% reliability.

Many will argue these are bad.

I disagree PA already has been simplified enough some uncertainty is better forcing you to go with a gut feeling and also allowing those intelligent enough to fake and trick others.
