Changing Galaxy Exile Cost (Bigger = More Expensive)

Link galaxy exile cost to rank or score and raise it considerably. So it actually costs top galaxies a large amount of resources to exile planets from there already decent galaxy.

so galaxies like 6:3 who allready intentionally stay small can get their group in even faster?
