Reinventing the structure killers (just for fun)
 
SKs are no longer ships.

You can destroy ennemy structures by having a percentage (from 0 to 100) of your pods to release their captured roids onto the target planet (hello Starship Troopers). Precision is not perfect not all the roids will hit a building.

To stop roids hurled at your planet, you can have defence to send pods, (in addition to def ships) or you need some pods in a fleet slot at home (not at the base fleet). Each pod has a small chance of recapturing the roids.
That chance can be increased by building the Early Warning System structures...

I've long been a proponent of making attackers choose between capping roids or destroying buildings: for every 1% of buildings you SK, you lose 2.5% of your maxcap, so that at 10% SK, you cap 0% roids. Your suggestion is a little like that, though rather more complicated.

I find this idea very interesting, way better than the way SKs are at the moment.

Just to (marginally) bump this but how often do players actually want to SK and roid? mostly it's either vengeance to SK or roid but rarely both? correct me if I'm wrong here

I'd say there's 3 types of people who use SKs:
1) Trolls who just want to piss people off
2) People in alliances in long drawn-out wars wanting to kill their opposition (but not specifically hating them)
3) People who want to avenge or punish some real or imagined crime

Almost always, I'd say SKs are just the icing on the cake. When roiding someone isn't enough, you add a bunch of SKs to really hurt them. But if even if those get killed, hey, you're still roiding them

Your wrong
It's fun to kill structures same as it's fun to kill ships and steal roids
If you hadn't nerfed the game heroes would be roiding and sk'ing everyone they could but you had to spoil our fun
