My cov ops always say I have 1 point left to add.

I.e. Max Stealth is 99 but it caps at 98 and always has 1 left over.

I think there are some rounding bugs as the code (and actual language) used to update the stealth vs display / predict the stealth are different. We've looked in the past and there's nothing obvious; I will try and fix but it's not a high priority at the moment (and I'd almost certainly side with what the ticker does rather than what is displayed)
